Vilos Cohaagen is the governor of the Martian colony, a position he uses to enforce a tyrannical regime that controls the mining of valuable turbinium ore. He commands the Agency, a security force that suppresses dissent and monitors the population. Cohaagen's rule is challenged by a rebellion led by the mutant Kuato, who seeks to activate a 500,000-year-old alien reactor that would produce breathable air and destroy all turbinium, ending Cohaagen's monopoly. To stop the rebellion, Cohaagen enlists his close friend Hauser to volunteer for a memory wipe and become Douglas Quaid, an elaborate ruse to bypass the mutants' psychic abilities and infiltrate the resistance. When Quaid's Rekall visit activates him earlier than planned, Cohaagen helps him survive the pursuit of his own operative Richter. In the climax, Quaid and Melina escape to the reactor control room, where Cohaagen claims that activating it will destroy the planet. He activates an explosive to destroy the controls, but Quaid throws it into a tunnel, creating a breach to the Martian surface. The explosive decompression blows Cohaagen out to the surface where he suffocates and dies.
